    摘要:

    随着居民生活水平提升及慢性疾病负担加重,营养标签在保障消费者知情权、引导健康饮食和规范食品行业发展中的作用日益凸显。本文基于2025年新版《预包装食品营养标签通则》(GB 28050-2025)与韩国营养标签体系,系统比较了两国在立法基础与制度架构、适用范围与豁免情形、营养成分表、营养声称、特殊人群保护及数字标签创新等方面的异同。研究发现,中国标签制度具有统一性和政策导向优势,韩国则展现出灵活性和动态适应性;两国的差异与互补为未来标签制度的本土化优化、企业合规支持、社会动员及国际趋同提供了借鉴。

    Abstract:

    With the improvement of living standards and the increasing burden of chronic diseases, nutrition labeling plays an increasingly important role in safeguarding consumer right-to-know, guiding healthy dietary choices, and regulating the food industry. Based on the newly released General Rules for Nutrition Labeling of Prepackaged Foods (GB 28050-2025) in China and the established Korean nutrition labeling system, this paper systematically compares the two countries in terms of legislative foundations and institutional frameworks, scope of application and exemptions, nutrition facts panels, nutrition claims, special population protection, and digital labeling innovation. The study finds that China system emphasizes uniformity and policy orientation, while Korea demonstrates flexibility and dynamic adaptability. The differences and complementarities between the two provide valuable insights for the localization and optimization of labeling systems, corporate compliance support, social mobilization, and international harmonization in the future.
